Job Description



Ensure consistent management of all USG proposals and contracts.  Includes oversight of the contract management process, as well as development of specific standards for bidding and submission, contract negotiations and document management. Close collaboration required with various government and defense departments.


Essential Functions (to include but not limited to)

  • Fully engaged in organizational contract development and management activities
  • Attention to enforcement of organizational principles of integrity and compliance
  • Ensure contracts and proposals are properly entered into organizational databases and securely maintained
  • Support the development of standards for contracts
    • Perform appropriate research to support proposal and contract development
    • Conduct contract strategy meetings to identify issues and client requirements, facilitate pricing discussions, and obtain executive leadership input on timelines and deliverables
    • Draft contractual provisions based on strategy discussions, executive leadership input, and organizational needs and expectations
    • Assure accuracy and appropriateness of contract text and attachments
    • Engage relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and cost targets
    • Monitors operations and recommend when necessary changes in methods, procedures, structure and additions or changes to secure optimum utilization of resources
    • Develop and execute negotiation strategies that minimize potential losses and benefit
    • Maintain deadlines on deliverables and communicate on an ongoing basis with business partners and internal clients about contractual issues
    • Review contractual performance of both parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal
    • Understanding of appropriate requirements for addition of non-disclosure agreements (NDAs) and ability to support preparation of such documents.
    • Strong understanding of Federal Business Opportunity website (and others) with ability to use the tools at an advanced interactive level
    • Ability to nurture and develop DoD Program Office relationships expanding exposure to key personnel and information
    • Ability to apply organizational standards when responding to requests for proposals, negotiating terms and drafting contracts
    • Possess ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions
    • Strong verbal and written skills, and ability to convey complex information in a way that others can readily follow.
  • Ability to align with manager of business operations, including relevant divisions of finance, legal and project development
  • Demonstrated intermediate to advanced knowledge of Microsoft Office products including Word, Excel, PowerPoint, and Outlook.  Must be able to proficiently input, monitor and manipulate data within these tools


Basic Qualifications

  • Must pass background check and appropriate drug testing
  • English proficiency
  • Must be 18 years of age
  • Prior work experience in a contract administration role (contracting)
  • Proven proficiency in utilizing and interpreting financial models and analyses
  • 2 or more years of experience in business or financial analysis, demonstrating the ability to develop, analyze and interpret reports and/or metrics
  • Proven knowledge of contract and service delivery systems, terminology and processes
  • Previous experience of various customer contract systems servicing the US Government and/or the US military departments


Preferred Qualifications

  • Bachelor’s degree in business or law (putting this here under ‘Preferred’ as an ex-military applicant may not have a degree and I don’t want to disqualify them)
  • Experience with CRM systems
